COUNTERWATCH™ Surveillance accountability
What you’re up against

It’s bigger than you think. So is the paper trail.

License plate readers now feed searchable networks that cross cities, vendors and agencies. CounterWatch maps it from the public record — no classified material, no hacked data — and hands you the documents to push back with.

See through it — the box on the pole, opened up

Strip the housing and it’s a circuit board over a pack of battery cells. The part you can’t see through is the paperwork.

That’s the job: see through the contract, the vote, the renewal date and the access list — and publish the document behind each one. Hardware that was bought by a public body can be un-bought by one.

Scan views of a Flock camera unit, shown for illustration. Labels describe only what is visible in the images, not a product specification.

The scale — what the record shows

Four numbers, each tied to a document. Where a figure is a company’s own claim, we say so.

80,000+
cameras on Flock’s network, serving roughly 5,000 agencies — by Flock’s own count.
Vendor’s own claimFlock Safety company materials, 2026. Cited as the company’s figure, not an audited one.
3.83M
searches run against one Arizona police department’s Flock network by 594 outside agencies in six months. 1,000,738 searches carried no written reason.
Public-records auditPrescott PD audit logs, Jan.–June 2026, via records request; Larson Newspapers / journalaz.com, Sept. 3, 2026. No misuse finding specific to Prescott PD was reported — this is an oversight gap.
$36M
is what the FBI’s Directorate of Intelligence is seeking for nationwide access to license plate reader data — login access to networks that already exist.
Federal solicitation404 Media, May 2026, reporting FBI procurement documents; corroborated by Newsweek and Police1. A solicitation, not a confirmed award.
125
jurisdictions on the CounterWatch Ledger — cancellations, non-renewals, suspensions, and the losses too.
CounterWatch LedgerBuilt row by row from named-outlet and official sources. As of Issue 010CO, Oct. 17, 2026.

A network that size doesn’t lose to outrage. It loses to records, votes, and coalitions.

The problem

The Surveillance State Initiative

CounterWatch’s name for the interlocking web of vendors, funders and agencies mapped in the Lattice. Every link carries a document; none is assumed. It names the documented web, not a single command structure.

On the record: how it reaches a city
  • Denver, CO — after the council rejected a $666,000 Flock renewal, the city signed a $498,500 extension, $1,500 under the threshold that requires a council vote. Colorado Newsline, Oct. 23, 2025.
  • Wapello County, IA — a sheriff’s office SOP told deputies not to mention ALPR use to drivers or in their reports. 404 Media, Aug. 2026.
  • Bellingham, MA — the police chief cited Flock’s attempt to change contract terms mid-term in declining to renew. WHDH 7News, Aug. 27, 2026.
The weapon

The Surveillance Deletion Campaign (SDC)

Our method for removing cameras from your own community: public records to get the facts, council votes to make the decision, coalitions to win it. The SDC Kit is the playbook.

Lawful, public, and on the record — never tampering, damage, or evasion.

Public recordCourt filings, council minutes, contracts, published reporting.
Sourced claimsNo document, no edge. What we cannot source, we publish as withheld.
Systems, not peopleEntities and officials in their official capacity. Never private individuals.

The method — five standing rules

The reason the work holds up in a council chamber, a newsroom, or a courtroom.

No claim without a document. If it is not in a public filing, court record, council minute or published report, it does not go on the map.
State it no stronger than the document supports. The document says what it says. We say what the document says.
Unfalsifiable claims are refused. If no evidence could ever disprove it, it is a theory, not a finding.
Entities and officials only. Never private individuals. We publish against location tracking; we do not do it back.
Lawful sources only. Public records, filings, published reporting. Nothing leaked, nothing hacked.

You need ammunition.
We’ve got it. Right here.

Ammunition here means documents: public records, council votes, coalitions — everything a Surveillance Deletion Campaign runs on. Delivery is through Whop, and the free self-check takes five minutes.
